No this isn't the beta. This is the pre-release build, meaning the build prior to the retail release. In other words, if you were to go onto Mojang's website and download it, and say something went wrong... well, that's your fault.
Should have waited until October 24th for the full retail build I suppose.
Minecraft 1.4, aka "The Pretty Scary Update", adds a Witch, a Wither Boss, server mods, anvils for repairing and combining items, and plenty of other goodies.
